put a 'gif animation picture' onto another picture

I have an existing picture within a frame of a page. I want to put a gif
animation on top of this picture. I inserted the gif animation onto the page
in the correct frame, and it was positioned next to my picture automatically.
How do I position the gif animation on top of the picture?
I am creating a banner at the top of my page and want this animation on top
of the other picture. Can you help?
I am using frontpage 2003

You would have to have the other picture set as a background image for a
table or cell, then put the animated image in that cell.

Use Absolute positioning to place the animation and give it a z-index
that will place it on top of the other picture.
