I need to make a file read only and I know how to do this. My question is
can I make the file so that the use cannot just save as the file and then
modify it. I know the user doing this won't harm my original, but I don't
want the user to be able to do anything to the file or be able to download it
and play around with it whatsoever.

Tomcat,
If the user has Project and can open the file, he/she will be able to
"Save As" and modify it. My suggestion - either train the users and
establish Project groundrules for your program, or, only share hardcopy
(or HTML/pdf) versions of the file.

If the users are people who are responsible for, work on, or otherwise
are active performers on the project, training is the best way to go. On
the other hand, if the users or non-participants or other observers, go
with the hardcopy or non-modifiable electronic form.
