If I have 11 testers who are only available in any given month for 15.4 days.
Do I simply just set the resource availabilitry as 1540% or must I also set
the working calendar in each month to total only 15.4 days? How do I do this
and take the 0.4 days into account?

Set the Max Units of this resource to 11. Then make a copy of your Base
Calendar but make the working hours total 15.4 days by making them
available for 15 full days and 3.2 hrs on the other day. I.e, working
hours on that day are 8am to 11:24.
