I just upgraded a laptop from Office XP to Office 2003 and the Send/Receive
menue item is missing from the Tools menue. I have tried detect and repair
and reinstalling office, but neither brought the item back. Does anyone know
how I can get it back?

Have you tried a new profile? If that does not work, right click on your
toolbar, and selelct Customize, then reset the toolbar.

I have the same error, and my Send/Receive button has disappeared. Also, when I create a "New" message, there is no longer a "Send" button. I tried to modify the tool button as suggested, and there is not an option for Send or Send/Receive under Customize, or anywhere else. This is bizarre - Send/Receive has just disappeared. I did not try a new profile - I do not know what that entails. Please advise. Thanks.

When replying to a message, please keep the original message attached,
although judicious snipping is appreciated.

What version of Outlook are you using? Have you tried to right click on the
toolbar, select the option to Reset? Have you tried closing Outlook, then
renaming outcmd.dat to .old? (Turn on searching hidden and system files if
using Windows 2000 or XP)

I am using Outlook 2003, using XP Home OS. I tried both of your suggestions with no luck. When I open Outlook, for about a second the Send/Receive button is showing, and then disappears. When I try to write a new message, the new message does not have the Send button, and there are no accounts listed in the Accounts drop down box (although I have 2 accounts set up in Outlook on this PC). I have uninstalled and reinstalled Outlook.

Your old emails are in a different .pst file than the one Outlook is
currently using. I would search your hard drive (c:\, etc.) for *.pst
files noting the different sizes of the ones that appear. Once you
find the location of a larger *.pst (because of the existing emails)
import those emails, calendar items and contacts item into your
existing setup by using the import/export function found on the file
menu. That should fix your issue.

Well, I had the same problem... no send receive, no retrieving or
sending email from outlook after upgrading to 2003 (pretty good
upgrad, HuH). Well, i went to profile, added my profile, and
configured all my e-mail account (i.e. add account, inter pop3. etc.
etc. Opened up outlook, Voila NOTHING... still no send receive.
Went back to mail accounts, deleated the default Microsoft Outlook
profile, and just left my own..
