Spreadsheet will not open unless Excel is already open

Office 2003
Excel spreadsheets, no matter where the location (local/server), will
not open unless Excel is already open. If I attempt to open the spreadsheet
without Excel open, Excel opens but with nothing, just a gray window. This
is a
recent upgrade from XP.
Have any ideas?

In Excel, click on Tools | Options | General | uncheck the "Ignore other
applications" box | OK.

If the above doesn't help, then close Excel and reregister Excel in
Windows by clicking on Start | Run | Open: excel /unregserver | OK |
Open: excel /regserver | OK.
