Tool Bar layout

as I have two tools bars that both stretch less than half way across the
screen but are stacked on top of each other, can I make them continuous so
that they save me some space? Thanks

Click on the vertical dots at the left end of the lower tool bar and drag it
to the right of the upper one. Release the mouse button.
