Track Resource Changes in Plan (without pool)

Is there a way to track resource changes in a project plan, much in the same
way other items are tracked against the baseline?

I have Project Pro 2003 (do not have Project Server), and would like to know
if someone has changed the plan resources (adds, moves, changes, etc.) on the
tasks within that plan.

Is that possible from a variance/baseline perspective, or some other way?

I'm have MSP 2002. In this version you can go to View - Resource Useage. Here
you can add rows ro show baseline resource work and current work. Does this
help?
