"Turn off 'same as previous' feature in headers

How do I turn off that feature so that Word doesn't default to that?

As far as I know, you can't.

You can't. Although it looks as though there are separate headers for each
section, which might or might not be linked to the previous section,
internally Word actually does it the other way round -- the headers for
sections after the first are not created at all unless (and until) you clear
the 'Same as previous' button.
