Unable to Build Team from Enterprise Resources

I have a new project which I'm trying to allocate resources to from the
Enterprise Resource Pool so I select Build team from the Enterprise
Resources. This List is not displaying all the resources are in the database
only lists 7 resources. There are no filters applied.
When I go to Project Server Web Access/ Admin module / Manage Users and
Groups/ - There are 18 users listed here.

Can someone please advise why I'm not able to see the complete list of users
through Enterprise Resource Pool.

Two possibilities:
1) Some resources are marked as Inactive.
2) Some resources were created in PWA instead of in the Enterprise Resource
Pool in Project Pro. Tools > Enterprise Options > Open Enterprise Resource
Pool > Select all > Open. That will show you all the resources that are
available to be assigned to a team. Resources you create within PWA can be
given permissions to do some things, but they cannot be assigned to project
tasks.
