Why does screen automatically scroll to bottom in Office and Expl.

Recently, when I open the MS Office programs or Internet Explorer the screen
immediately scrolls to the bottom and I can't scroll back up. The screen
immediately goes back to the bottom as if on a spring. How do I get it to
stop?

Is it possible that your down arrow key on the keyboard is stuck?

Unfortunately it's not that simple. The problem only occurs in the Micrsoft
programs such as Explorer or Word. Using the scroll bar at right does not
help. Nor does using the up arrow key. It does not occur when I'm in
Netscape.
