Word 2007 preference 'save as' doesn't embed

I wish to save all Word documents as (Word 97 2003) .doc files. When I set
the preference under ‘Word options/Customize how documents are saved’, the
preference does not embed and changes back to the .docx format in future
documents. How do I change this please?
