Work Estimate is only 2 hours for 2 tasks - both assigned to 1 resource -Resource graph says resourc

MS Project 2003 / using XP

I have two task both for 2hrs (normal 8hrs working day). I set the type to
fixed work and assign a resource to both tasks.

Project automatically places a percentage i.e 29% and the duration stays at
1 day. If I then change the resouce to 100 percent on both tasks. When I
view the resource graph its says the reource is over allocated??

Doesnt project work out the resource and hour usage to determine if the work
can be done in a day..

ie. if 1 resource is 100% allocated on 4 tasks, each with 2 hr work
estimate, doesn't that mean you are not over allocated for that day???

I'm working through the book Dynamic scheduling but cant seem to get my head
around this????

What time are the resources meant to be working on the tasks? If they
have been scheduled to take place at the same time (or even overlap for
that matter), then the resources assigned are overallocated.
