block large outgoing attachments

hi
i am using ms outlook 2003 and wish to set up an alert or warning if i
attempt to send too large attachments.
i don't seem able to do this using a rule.

I don't think you can do that with the Rules Wizard since that acts after
sending. There might be a third-party addin but I don't know of one off the
top of my head.
