Forward Icon inactive on Quick Access Toolbar in open Emails

In Outlook 2007, when I have an Email open my Forward icon is
inactive/grayed-out on the Quick Access Toolbar (my "Forward" button in my
Outlook Client is active and works just fine). From the opened email, I can
perform a Ctrl-F keystroke and it performs a Forward just fine. I have tried
removing/re-adding the icon to the Toolbar, but to no avail - it is simply
inactive every time I open an email.

In reading a similar, but different thread, I tried renaming the outcmd.dat
file, but no luck.

Miraculously, this issue resolved itself this afternoon. I know for a fact
that it was not working this morning as I was continuing to use Ctrl-F to
forward emails. The only thing I can point to that changed is that I
re-added shared Calendars that had been somehow lost (I will search/post a
separate thread for that) and at some point I accidentally closed out my
Outlook (due to another issue I have posted a thread about Outlook title bars
disappearing after locking/unlocking machine). Now, my Forward icon is there
in my Quick Access Toolbar in its full color (no longer grayed-out) and
(functional) glory.

Oddly enough, this morning I booted-up and the icon is inactive/grayed-out
again. I'll keep an eye on it and see if it becomes active again and
re-trace my steps more carefully.
