Issues and Tasks Tracker in Groove 2007

Having a problem with users not being able to update a record in the "Issues
and Tasks Tracker" tool if they are not the owner. I have gone into the
Permissions for the tool and given full rights to with no luck. Even the
Manager role cannot modify records.

Any ideas?
