Open Resource pool dialogue does not exist??

I am looking at setting up resource pools, using MS
Project 2000.

in the help section, it is simple enough to follow the
directions to set up a resource pool, and this I have done.

However, to stop using a resource, the help file states
that I have to

" In the Open Resource Pool dialog box, click Open
resource pool read-write so that you can make changes to
resource information (pay rates, for example), although
this will lock others out of updating the pool with new
information. "

I cannot find any Open Resource Pool dialogue. Where is it?

The resource Pool must be closed before you can open it and see the dialog
box.
Closing Project is not necessary.
