Outlook XP will not open second user account

[MOQ]

My Outlook XP will not allow my second user to send or
receive e-mail. Whenever my second user open Outlook we
get an error, "an error occurred while opening pc config.
Can't open file: Extend.dat."

Delete or rename the file and try again.

I've tried deleting the file but I still can't get my
second user to work.
