Project, can resources show as bars in a gantt chart?

I would like to show work resources on a gantt chart, with an indication of
availablity. For example, show Fred working at 25% for 12 weeks on the whole
project, then at 75% for the next 20 weeks. Graphic representation on the
lower section of a gantt chart would be very helpful, say as bars of
different thicknesses, or as graph lines. To complete the picture, planned
and actual resource costs could be shown for each time unit. For example, in
week 25, we plan for Fred at 75%, and Joe at 50%, costing £9500. In the
event, Fred and Joe work longer, and the cost is £12,500. If these costs can
also be seen as a graph, together with gantt bars and resouce allocation all
on the same sheet, this would make monitoring of projects very effective.

What you're suggesting is called a "Resource Gantt", and Project does
not have this capability. I imagine you've looked at the "Resource
Graph" and played with it's formatting and it doesn't meet your needs.
