reassign tasks and team builder

We use generic 'team like resouces' when we initially build project plans.
Each team has a team lead who is the default assignment owner for the 'team
like resource. The PM assigns a task to the team like resource. The team
lead later goes into team builder via pwa and adds his team members. Then the
lead goes to my tasks and attempts to reassign tasks to the newly added team
members. The problem is that the newly added team members to not show up in
the drop down. If I open the plan in pro and republish it, then the newly
added resources show up. It would be extrememly helpful to get the resources
just added to the plan to show up without having to open within pro as our
team leads will not have a copy of project pro.

Update: I am aware that someone can go to 'edit properties' for the project
and publish from there, I am trying to avoid giving the resouce managers
(team leads) the ability to publish the project as the PM may have made
changes that he doesn't want published.

There's no way around the publishing paradigm. The best you can do is to
automate the publishing, but that doesn't get around your objection to
having anyone but the PM publish the plan. The other approach would be to
have the PM add all possible team members to the project at the beginning
and then remove those who will not get assigned to tasks. The only
consequence to this is that the team members assigned to the project will
have reader rights on the project workspace.
