root files

I submitted my Publisher web sites to Norton Safe Web. I'm supposed to add a
publicly viewable file at the root folder of my Web ... but I don't know what
a root folder is and I don't see anything created by publisher that says it
is a root folder. Can anyone help?

The root folder is the area on the server where your first page of your web
site resides. The default for publisher is the "index.htm" file. That file
needs to be placed in the root folder on the server. Your provider will
tell you where that folder is on the server. Who is your provider?

The request from Norton safe web was to create a file with the name that they
gave me, which ends .html. So does that mean I am creating a single web page
with that file ending? Or am I creating a Word document with that file
ending, which means it will end up being called [name].html.word (or whatever
the extension is for Word which for some reason escapes me right now!!). I
have to create a file with the name they give, and the content they provide.

Sorry, but I am not familiar with Norton Safe Web ....
Maybe someone else on this forum is and will answer that.
As far as your root question:
From Host Pappa help files.

If you'd like to start uploading files to your site right away without
waiting for propagation to complete, you may do so using the FTP
instructions located in your HostPapa welcome email. This email also
contains your login information as well as details on setting up email, etc.

Your instructions are in your e mail according to the ISP.

My advice is very biased - avoid all things associated with Norton and
Symantec. I won't waste your time listing my personal reasons, just Google
"Norton problems" and/or "Symantec problems" and read about some of the
issues people deal with and you can decide for yourself. I have fought their
software on many fronts, many times in the past and I would not install any
of their software on any of my computers even if it was free.

As to Norton Safe, I could find no directions on the website but it appears
that it is a page that tells only *their* software that your site is *safe*.
It won't tell anyone else that does not have their software installed
anything about your site, and given their propensity to mess up and conflict
with other software, I see no advantage to it, and only a potential
downside. Besides, this is only a beta program...it is still under
development and is likely to be buggy and now work correctly...don't install
beta software unless you are prepared for it to mess up the rest of your
software and potentially your website.

Once again I have a strong personal bias against the company, so you can
take my words with a grain of salt. If you want to pursue this, then go back
to the Norton site and read their directions again, or ask them how you are
supposed to produce this file for them.
