"This action is not available in the current mode" means what? Out

When runing a rule in Outlook, I get the error message "This action is not
available in the current mode." What does this mean? It does not even tell
me what actionit is talking about.

Details: The rule I am trying to implement would 1. identify a messgae by a
phrase in the subject; 2. send a reply, which has been saved; and 3. move the
message to a specific folder.
After the error message appears, the rule carries out steps 1 and 3, but not
2, and then stops, not moving on to all the other messages that also meet the
criteria. Thanks.
