Unable to Open MS Publisher Attachments

I have created a Publisher document, using MS Publisher 2003. I saved it and
have posted it as an attachment on my class discussion board.

When others attempt to open the attachment, they are unable to, even when
they have MS Publisher 2003 on their computer.

Do I need to change my settings?
Do I need to save it as something else?

I attempted to save it as a web page and a word document, but all of my
formatting got lost.

Any help would be greatly appreciated. Thanks!

Won't it be nice when the new version of Publisher is released and people
can do this without a converter?
